2. CABINET CLEARS TOUGHER ANTI-PAPER LEAK BILL

Current Context: The Union Cabinet has approved the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026.

ABOUT THE PROPOSED BILL

• The Bill is proposing stricter penalties, fast-track courts, and greater accountability for examination authorities, service providers, and institutions involved in paper leaks and organised examination fraud.
• The Bill is expected to be introduced in Parliament to strengthen the existing Public Examinations (Prevention of Unfair Means) Act, 2024.

• Covers examinations conducted by: UPSC, SSC, Railway Recruitment Boards (RRBs), National Testing Agency (NTA), IBPS and other Central Government recruitment agencies.
• Targets organised examination fraud, rather than ordinary instances of copying by individual candidates.

3. BHAVYA RASAYAN SCHEME

Current Context: The Union Cabinet has approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) Scheme to establish three dedicated Chemical Parks across India with a financial outlay of ₹3,030 crore.

ABOUT BHAVYA RASAYAN SCHEME

• Nodal Ministry: Ministry of Chemicals and Fertilizers.
• Duration: FY 2026-27 to FY 2030-31 (5 years).

OBJECTIVES

• Develop world-class Chemical Parks with plug-and-play infrastructure.
• Strengthen India’s chemical manufacturing ecosystem.
• Attract domestic and foreign investments.
• Promote Atmanirbhar Bharat by reducing import dependence.
• Approved:24 July 2026

Financial Support:

• Central Government:Maximum ₹1,000 crore per Chemical Park
• State Government:Minimum ₹500 crore per park
• Infrastructure Facilities: Common Effluent Treatment Plant (CETP), Treatment, Storage and Disposal Facility (TSDF), Hazardous Waste Management Facilit and Water supply and distribution system.

Land Requirement:

• Minimum 8 sqkm (~2,000 acres) – contiguous and unencumbered

4. FAST-TRACK COURTS (FTCs)

Current Context: PM announced establishment of fast-track courts for offenses related to examination paper leaks.

ABOUT FAST-TRACK COURTS

• Fast-Track Courts are special courts established to speed up the disposal of specific categories of cases by giving them priority over ordinary court proceedings.
• In 2000: Recommended by the 11th Finance Commission to reduce judicial backlog.
• They function within the existing judicial system but follow time-bound procedures for quicker justice.
• FTCs are created by the Central or State Governments in consultation with the respective High Courts.

Key Recommendations:

• 14th Finance Commission (2015-2020):1,800 FTCs for heinous crimes
• Nirbhaya Fund (2019):Fast-Track Special Courts for POCSO and rape cases
• BNSS:Trials within 2 years (sexual offences within 2 months)

Performance:

• Target Disposal Rate:165 cases per judge annually
• Average Disposal:5 cases per month (vs 3.3 in regular courts)
• Disposal Rate:~96%

5. STATE OF FOOD SECURITY AND NUTRITION IN THE WORLD (SOFI) 2026

Current Context: The State of Food Security and Nutrition in the World (SOFI) 2026 report was jointly released by FAO, IFAD, UNICEF, WFP, and WHO.

ABOUT SOFI REPORT

• The report shows that global hunger declined for the third consecutive year in 2025, but progress remains uneven and insufficient to achieve Sustainable Development Goal (SDG) 2: Zero Hunger by 2030.

KEY FINDINGS OF SOFI 2026

• Around 645 million people (about 8% of the world’s population) experienced hunger in 2025.
• Around 1 billion people experienced moderate or severe food insecurity in 2025.
• 69 billion people could not afford a healthy diet in 2025.
• Africa remains the worst-affected region, with about two-thirds of its population unable to afford a healthy diet.
• Africa now has the highest number of undernourished people, surpassing Asia due to rapid population growth.

India-Specific Findings:

• Significant Driver:India propelled Southern Asia’s decline in undernourishment (13.9% in 2021 to 9.3% in 2025)
• Affordability:India plays decisive role in global affordability metrics
• Child Nutrition:India contributes to Southern Asia being on track for stunting reduction targets
• Maternal Anaemia:India faces significant hurdles in meeting 50% reduction target
• Projection:510-520 million will still face chronic hunger in 2030 (56% in Africa)

6. BHARGAVASTRA COUNTER-DRONE SYSTEM

Current Context: The Indian Army witnessed a successful demonstration of the indigenous Bhargavastra Counter-Drone System in Nagpur under the Make-II programme.

ABOUT BHARGAVASTRA

• Developed by Solar Defence and Aerospace Limited (SDAL).
• Type: Indigenous Counter-Unmanned Aerial System (C-UAS).
• Purpose: Detect, track, and destroy hostile drones, including autonomous drone swarms and loitering munitions.

KEY FEATURES

• Vehicle-mounted, all-terrain mobile system.
• Multi-layer defence using unguided micro-rockets and guided micro-missiles.
• Provides 360-degree coverage against aerial threats.

7. OPERATION JAL RAHAT

Current Context: The Indian Army launched Operation Jal Rahat in July 2026 to support the Assam Government in rescue and relief operations after severe floods affected several districts of eastern Assam.

Current Context: Centre appointed IRS officer Satya Pal Kumar as Director of Financial Intelligence Unit (FIU).

• Financial Intelligence Unit-India (FIU-IND) functions under the Department of Revenue, Ministry of Finance.
• Tenure: Five years or until further orders.

ABOUT FIU-IND

• Established: 18 November 2004.
• Headquarters: New Delhi.
• Nature: National agency responsible for receiving, analysing, and disseminating financial intelligence related to suspicious financial transactions.
