2.CENTRE REAFFIRMS ARTICLE 371 SAFEGUARDS FOR LADAKH

Current Context: The Central Government has reaffirmed its commitment to providing constitutional safeguards for Ladakh under an Article 371-like framework, while continuing discussions with Ladakh representatives on the exact scope and legal structure of these protections.

ABOUT THE DISCUSSIONS

• The proposal emerged from talks between the Ministry of Home Affairs (MHA) and representatives of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA).
• The Centre has agreed in principle to provide constitutional safeguards on the lines of Articles 371A, 371F and 371G, which currently apply to Nagaland, Sikkim and Mizoram respectively
• Focus: Customized governance model ensuring local participation, cultural protection, land rights, and administrative accountability.
• Options: Elected UT-level body with limited powers, Sixth Schedule demand under consideration but not accepted.

• Article 371 to Article 371J of the Indian Constitution provide special provisions to certain states to address their unique historical, cultural, social, economic, and administrative needs.

Current Context: The Union Home Minister launched the Abhigyan app in New Delhi.

• Abhigyan is a mobile application developed by the National Crime Records Bureau (NCRB).
• It enables police personnel to instantly verify the identity of suspects using fingerprints in the field.
• The app is part of India’s efforts to modernize policing through technology and digital criminal databases.
• Real-Time Fingerprint Identification using smartphones and portable fingerprint scanners.
• Direct integration with the National Automated Fingerprint Identification System (NAFIS)
• Provides immediate access to a suspect’s criminal record and identity details.
• Capability: Fingerprint matching with NAFIS database in 35 seconds

Current Context: Shikari Devi Temple, perched at an altitude of nearly 11,000 feet in Himachal Pradesh’s Mandi district.

ABOUT THE TEMPLE

• Located in Mandi district, Himachal Pradesh, near Janjheli and Karsog valley.
• Situated at an altitude of around 2,850-3,359 metres (approx.) in the Shikari Devi Wildlife Sanctuary.
• Dedicated to Goddess Shikari Devi (form of Durga – “Goddess of Hunters”).
• Unique feature: The temple has no roof (legend says attempts to build one failed; goddess chose to remain under open sky)
• Mythological association: Believed to have been built by the Pandavas during their exile
