2. BRICS 2026: NEW DELHI DECLARATION ADOPTED UNANIMOUSLY

Current Context: The 18th BRICS Summit was held in New Delhi on 12–13 September 2026 under India’s chairship. On the first day, 12 September, BRICS leaders unanimously adopted the New Delhi Declaration, providing a common framework for cooperation on global governance, peace and security, economic and financial cooperation, technology, climate and sustainable development

ABOUT THE NEW DELHI DECLARATION

• The New Delhi Declaration 2026 is the principal outcome document of the 18th BRICS Summit.
• Theme of India’s BRICS Chairship: “Building for Resilience, Innovation, Cooperation and Sustainability”
• Its adoption by consensus was particularly significant because the expanded BRICS includes countries with different geopolitical positions and interests.

Key Aspects:

• Terrorism:Condemned all forms including cross-border terrorism; condemned 22 April 2025 Jammu and Kashmir attack
• Conflict Prevention:Encouraged dialogue, diplomacy; called for Gaza ceasefire
• Trade:Concerned about unilateral tariff and non-tariff barriers
• Energy:Advocated secure, diverse energy supplies and just transition
• Women Empowerment:Stressed role in governance, economy, entrepreneurship
• Local Currency:Encouraged use of BRICS members’ local currencies

Global Governance Reform:

• PM Modi proposed 10 recommendations for BRICS reform agenda
• Favored reform of UN system including UNSC
• China and Russia reaffirmed need for greater role for Brazil and India in UN

BRICS IN 2026

• 2026 is also significant because BRICS is marking its 20th anniversary.
• The expanded BRICS currently comprises 11 member countries: Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, UAE, Indonesia and Saudi Arabia.
• China will hold the BRICS Chairship in 2027 and host the 19th BRICS Summit.

3. DIGITAL INDIA LAND RECORDS MODERNIZATION PROGRAMME (DILRMP) 3.0

Current Context: The Government has launched the operational guidelines for DILRMP 3.0, with an outlay of ₹565.5 crore for 2026-31. EVOLUTION OF DILRMP

• 1988-89: Computerisation of Land Records (CLR) programme was initiated.
• 2008: National Land Records Modernization Programme (NLRMP) was formed by merging Computerisation of Land Records (CLR) and Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR).
• 2016: NLRMP was brought under the Digital India programme and renamed Digital India Land Records Modernization Programme (DILRMP).
• DILRMP 3.0: Represents the next stage, shifting from digitisation → integration → intelligent land management.

Key Features:

• Universal Bhu-Aadhaar (ULPIN):14-digit unique identification number for every land parcel
• Digitisation of Maps:Cadastral maps with exact geographical coordinates
• Paperless Property Registration:End-to-end online registration; 75 SROs to become Registration Seva Kendras
• Integrated Revenue Courts:Paperless case management system (RCCMS)

4. DIGITAL BHARAT NIDHI

Current Context: Digital Bharat Nidhi (DBN), under the Department of Telecommunications, signed agreements with states for implementation of the Amended BharatNet Programme (ABP) under the State-led model, aimed at strengthening rural broadband connectivity.

ABOUT DIGITAL BHARAT NIDHI

• Digital Bharat Nidhi (DBN) is the successor framework to the Universal Service Obligation Fund (USOF) for supporting telecom connectivity in underserved and rural areas.
• It operates under the Telecommunication Act, 2023 and the Digital Bharat Nidhi Rules, 2024. The Department of Telecommunications has listed the Administration of Digital Bharat Nidhi Rules, 2024 among the rules governing DBN.
• Nodal Ministry: Ministry of Communications
• Nodal Department: Department of Telecommunications (DoT)
• Main purpose: To finance projects that expand access to telecommunication services in underserved areas, particularly rural, remote and economically less viable regions.
• DBN is funded through contributions/levies from telecommunication service providers, continuing the broad universal-service financing principle of the earlier USOF.

AMENDED BHARATNET PROGRAMME

• BharatNet is the Government of India’s flagship programme for providing broadband connectivity to Gram Panchayats and rural areas through optical fibre and other technologies.
• The Amended BharatNet Programme (ABP) was approved by the Union Cabinet in August 2023 with an estimated outlay of about ₹1.39 lakh crore.
• The programme aims to provide optical-fibre connectivity to around 64 lakh Gram Panchayats.
• It also seeks to extend broadband connectivity to around 8 lakh non-GP villages.
• BSNL acts as the Project Management Agency for BharatNet.

5. ASUSE 2025: MAPPING INDIA’S UNINCORPORATED ECONOMY

Current Context: NSO released India’s first-ever comprehensive district-level estimates for unincorporated non-agricultural sector.

• Full Form:Annual Survey of Unincorporated Sector Enterprises
• Released by:National Statistics Office (NSO), MoSPI
• Coverage:757 districts across all States/UTs

WHAT IS AN UNINCORPORATED ENTERPRISE?

• An unincorporated enterprise is generally a business that is not registered as a corporation/company under the Companies Act.
• These enterprises form a major part of India’s informal/unorganised economy.
• Examples include small shops, workshops, household manufacturing units, repair services, small restaurants and other small businesses.
• ASUSE does not cover agricultural establishments. It focuses on the non-agricultural unincorporated sector.

KEY FINDINGS OF ASUSE 2025

• India had an estimated 92 crore unincorporated non-agricultural establishments in ASUSE 2025.
• This increased from 34 crore in ASUSE 2023-24, representing growth of about 7.97%.
• Employment increased by 18%, with more than 74.52 lakh additional jobs.

6. S-71K KOVYOR MISSILE

Current Context: Russia unveiled S-71K Kovyor, a new air-launched stand-off weapon for Su-57E fighter.

ABOUT S-71K KOVYOR

• S-71K Kovyor is a Russian air-launched cruise/stand-off weapon developed by the United Aircraft Corporation (UAC) for the Su-57 fighter family.
• The name “Kovyor” translates roughly to “Carpet” in Russian.
• It belongs to the S-71 family of relatively low-cost, drone-like air-launched weapons, alongside the S-71M Monokhrom.
• The weapon combines characteristics of a cruise missile and an expendable attack drone, allowing it to provide stand-off strike capability at comparatively lower cost than larger conventional cruise missiles.

KEY FEATURES

• Range: Reportedly up to around 300 km.
• Speed: maximum speed around 600 km/h.

7. COLOMBO SECURITY CONCLAVE TABLE TOP EXERCISE

Current Context: 3-day Table Top Exercise of Colombo Security Conclave concluded on 12 September 2026 at Eastern Naval Command, Visakhapatnam.

• Table Top Exercise:Discussion-based simulation for decision-making and coordination
• Venue:Eastern Naval Command, Visakhapatnam
• Focus:Coordinated response to illicit maritime activities in Indian Ocean Region

ABOUT COLOMBO SECURITY CONCLAVE

• The Colombo Security Conclave (CSC) is a regional security grouping focused on cooperation among Indian Ocean countries on common security challenges.
• It originated in 2011 as a Trilateral Maritime Security Cooperation mechanism involving India, Sri Lanka and Maldives. It was later revived and renamed the Colombo Security Conclave in 2020.
• Mauritius joined as a member in 2022, while Bangladesh became the fifth member in 2024. Seychelles was an observer and became the sixth member in 2025.
• The CSC focuses on maritime security, counter-terrorism, combating trafficking and transnational crime, disaster management and cybersecurity.
