2. PRESIDENT’S RULE ENDS IN MANIPUR

Current Context : After nearly one year under President’s Rule, Yumnam Khemchand Singh took oath as the Chief Minister of Manipur following revocation of central rule.

• Meaning: State government is suspended and administered by the Union
• Governor: Acts as constitutional head on behalf of the President
• Assembly Status: Dissolved or kept under suspended animation

CONSTITUTIONAL BASIS

• Article 356: Breakdown of constitutional machinery
• Article 355: Union’s duty to protect States
• Article 365: Failure to comply with Union directions

DURATION & REVOCATION

• Initial Period: 6 months
• Maximum Duration: 3 years with Parliamentary approval
• 44th Amendment: Extension beyond 1 year only with National Emergency + EC certification
• Revocation: Can be done anytime by the President without parliamentary approval

5.  MEHAO WILDLIFE SANCTUARY

Current Context : The Arunachal Pradesh government recently granted permission to capture a tiger after it killed a head constable along the Roing–Mayodia road inside Mehao Wildlife Sanctuary.

Current Context : India and the Gulf Cooperation Council have signed the Terms of Reference for a Free Trade Agreement in New Delhi.

7. REPO RATE – RBI MONETARY POLICY 2026

Current Context : The Reserve Bank of India kept the repo rate unchanged at 5.25% in the first Monetary Policy Committee meeting of 2026.

• Inflation Projection (FY 2025–26):1%

ABOUT REPO RATE

• Definition: Interest rate at which RBI lends short-term funds to commercial banks against government securities
• Purpose:
  • Control inflation
  • Regulate liquidity
  • Influence economic activity

POLICY TRANSMISSION

• Lower Repo Rate: Encourages borrowing and credit expansion
• Higher Repo Rate: Discourages borrowing and curbs inflation

REVERSE REPO RATE

• Rate at which RBI borrows surplus funds from banks
• Used to absorb excess liquidity from the banking system

BASIS POINTS (bps)

• Meaning: One basis point = 0.01%
• Example: 25 bps = 0.25%
• Usage: Expresses small changes in interest rates, yields and financial indicators with precision.
