1. INDIA’S FIRST MENTAL HEALTH AMBASSADOR

Current Context: Actor Deepika Padukone has been appointed as the first-ever Mental Health Ambassador of India by the Ministry of Health on the occasion of World Mental Health Day (October 10, 2025).

• Announced by: Ministry of Health and Family Welfare

• First Observed: 1992 by the World Federation for Mental Health (WFMH), which has members in over 150 countries

• Objective: To promote mental well-being and raise awareness about psychological health and emotional support

• Theme 2025: “Mental Health in Humanitarian Emergencies” – encouraging governments and communities to provide trauma care, resilience programs, and psychological support in crisis situations

2. GLOBAL BURDEN OF DISEASE (GBD) REPORT

Current Context: The latest Global Burden of Disease (GBD) Report was launched at the World Health Summit in Berlin and published in The Lancet, highlighting that Non-Communicable Diseases (NCDs) now account for nearly two-thirds of global deaths and illnesses.

ABOUT GBD REPORT

• Released By: Institute for Health Metrics and Evaluation (IHME), published in The Lancet

• Key Findings:

  • NCDs such as ischaemic heart disease, stroke, and diabetes are the leading causes of death globally.

  • In India (2023), ischaemic heart disease recorded the highest mortality rate (ASMR 127.82 per lakh).

  • Chronic Obstructive Pulmonary Disease (COPD) and stroke followed with ASMR of 99.25 and 92.88 per lakh, respectively.

• Trend: India’s disease burden is shifting from communicable to non-communicable causes.

3. WMO GREENHOUSE GAS BULLETIN 2024

Current Context: According to the World Meteorological Organization (WMO) Greenhouse Gas Bulletin, global carbon dioxide concentration reached 423.9 ppm in 2024 — the highest ever recorded.

• Key Data:

  • CO₂ concentration increased by 3.5 ppm from 2023.

  • 2024 was the warmest year on record, with global temperature 1.55°C above pre-industrial levels.

• Significance:

  • CO₂ now 152% higher than pre-industrial levels (278.3 ppm).

  • CO₂ contributed ~66% of total warming since pre-industrial times and ~79% in the last decade.

• Cause: Anthropogenic emissions, industrial activity, and rising wildfires.

4. STATE MINING READINESS INDEX (SMRI)

Current Context: The Ministry of Mines released the State Mining Readiness Index (SMRI) and rankings to promote mining sector reforms across states.

• Objective: Benchmark states’ performance and encourage competition for sustainable mining practices.

• Classification:

  • Category A (Mineral-Rich): Madhya Pradesh, Rajasthan, Gujarat

  • Category B (Moderate Resources): Goa, Uttar Pradesh, Assam

  • Category C (Limited Resources): Punjab, Uttarakhand, Tripura

5. WORLD HEALTH SUMMIT 2025

Current Context: The World Health Summit 2025 was held in Berlin, Germany, and online from October 12–14, under the theme “Taking Responsibility for Health in a Fragmenting World.”

6. G20 DISASTER RISK REDUCTION WORKING GROUP (DRR WG)

Current Context: The 4th Working Group and Ministerial Meeting of G20 DRR WG was held in Cape Town, South Africa (8–13 Oct 2025) under the theme “Solidarity and Resilience.”

ABOUT G20 DRR WG

• Established: Under India’s G20 Presidency (2023)

• Objective: To integrate disaster risk reduction into national policies and investments.

• Highlights:

  • Focus on Early Warnings for All (EW4All) initiative (launched by UN in 2022).

  • South Africa became the first G20 nation to launch its national EW4All roadmap.

• Associated Event: International Day for Disaster Risk Reduction (13 Oct) – Theme 2025: “Fund Resilience, Not Disasters.”

7. 16TH FINANCE COMMISSION

Current Context: The Union Government has extended the tenure of the 16th Finance Commission by one month, till November 30, 2025.

• Constituted On: December 31, 2023

• Chairman: Arvind Panagariya (Former Vice-Chairman, NITI Aayog)

• Mandate: Recommend the formula for distribution of tax revenues between the Centre and States for the next five years.

8. BWF WORLD JUNIOR CHAMPIONSHIPS 2025

Current Context: Tanvi Sharma won the silver medal in the Girls’ Singles at the BWF World Junior Championships 2025 held in Guwahati, Assam, from October 6–19, 2025.
